Water powered cars actually get higher miles per gallon (MPG), by the way, which is pretty nice. This is because water is far more efficient than the regular gasoline you put in your car. With normal gas, a lot of energy is wasted in the form of heat, pollution and vibration.
One thing a lot of people don't realize is that the IRS actually gives you refunds for running your car on water. As for why they would do it, well, it's pretty simple. Global warming is a HUGE problem, and they need to do anything about it… so it's understandable that they would reward people for running more environmentally friendly vehicles.
One of the biggest advantages of hybrid cars and running your car on water is the fact that you get to save a fair bit of money on gas. How much CAN you save? Well, like anything else, it depends. If you normally drive a really bad gas-guzzling car (and you convert it to use water) then you will save quite a lot of money. Otherwise, if you drive something like a Toyota Echo, then you won't save as much. But in the average car, you can easily double your fuel economy.
